Federal Decree-Law No. (11) of 2024 & Abu Dhabi Carbon Capture Policy

Federal Decree-Law No. 11 of 2024 on the Reduction of Climate Change Effects is the UAE climate framework law: Article 4 lists eight mitigation means including CCUS (defined as capture-to-storage/use at 1 km+ depth), Article 6 builds MRV for designated sources, Article 10 creates incentives, carbon offsetting, emissions trading, shadow carbon pricing and the National Carbon Credit Registry. Cabinet Resolution 67/2024 operationalises the register: emitters at or above 0.5 MtCO2e/yr must report, verify and register. In May 2026 Abu Dhabi published the General Policy on Carbon Capture — the first practical organisation of the value chain: SCFEA approves procedures, licensing frameworks, tariff methodology, the Transport System Operator and storage concessions; a Competent Authority licenses, approves hubs and runs certification; ADNOC consent governs concession areas. Honestly stated: licensing conditions, connection standards, hub tariffs and NRCC-credit reconciliation are still pending — the policy organises, it does not yet fully operate.
