Egypt runs Africa first regulated voluntary carbon market on the Egyptian Exchange: Prime Ministerial Decree 4664/2022 classified carbon credits as financial instruments; FRA Decrees 57-58/2023 created the Supervision and Control Committee; Decree 163/2023 set verifier accreditation (ISO 17029/14065/14064-3, UNFCCC recognition for foreigners); Decree 30/2024 accredited local registries (ICROA-recognised foreign registries accepted); Decree 31/2024 set project listing with five-day committee decisions; EGX rules cover listing, forwards, clearing and an offset platform; PM Decree 2/2024 fixed CERC accounting. The August 2024 launch (COP27 Sharm fair-finance lineage, J-CAP World Bank support) trades verified reductions at 1 tCO2e per CERC. For CCUS the honest position is eligibility-without-precedent: projects may register under general CERP rules, but no CCUS-specific methodology or storage liability track has been published — the market machinery exists, the CCUS gate is untested.
