EU Industrial Carbon Management Strategy (COM(2024) 62)

The European Commission communication COM(2024) 62 is the EU’s dedicated roadmap for industrial carbon management. It organises the policy around three pathways—CCS, permanent industrial carbon removals and CCU—and calls for integrated CO2 capture, transport, utilisation and storage value chains. It supports the strategic objective of at least 50 Mt per year of operational CO2 injection capacity by 2030, coordinated transport infrastructure, cross-border interoperability and the development of an EU market for CO2 transport and storage services. The communication is strategic guidance rather than directly binding legislation.
