Greece Strategic Framework for CCS Development 2025

Greece moved from framework-setting to operation in fourteen months: Law 5261/2025 (adopted December 12, 2025) is the first comprehensive CCS statute — state-owned storage, exploration licences to five years, plume monitoring with operator liability to strict handover, per-tonne-fee CCS account, carbon-contracts-for-difference route, capture/use/transport licensing, 100 kt threshold, onshore/sub-lake/offshore scope. Licensing sits with HEREMA (competent authority since Law 4920/2022; JMD 48416/2011 transposition; White Paper April 2023). The Prinos CO2 storage permit issued February 26, 2026 to EnEarth Greece (Energean) for 25 years at up to 1 Mt/yr phase one (depleted field plus saline aquifer ~3 km subsea, DG CLIMA opinion, RRF+CEF co-financed), scaling toward 2.8-3 Mt/yr by 2029-2030 inside the France-Italy-Greece Mediterranean plan. The Olympus cement project (Heracles, 0.9 Mt/yr by 2029) and the Apollo midstream project (DESFA pipeline) feed the same store.
