Malaysia National Energy Transition Roadmap (NETR) - CCUS Pillar

Strategic Active Verified

The National Energy Transition Roadmap (August 2023) names CCUS one of six transition levers and a flagship job-and-GDP project: three hubs by 2030 (Kerteh and Kuantan in Peninsular Malaysia, Bintulu in Sarawak) at 15 Mtpa combined, expanding to 40-80 Mtpa across three major hubs by 2050, on 13.3 Gt of mostly depleted-field storage. Delivery anchors are Kasawari (PETRONAS Carigali, offshore Bintulu, 3.3 Mt/yr from gas production, first injection end-2029/early-2030) and Lang Lebah (PTTEP with PETRONAS Carigali and KUFPEC, Golok field storage from 2028 inside the SISGES sour-gas system). The statutory twin is the CCUS Act 2025 (in force August 1, 2025, Peninsular plus Labuan only): a one-stop CCUS Agency under the Ministry of Economy, assessment permits and on/offshore storage licences, a Post-Closure Stewardship Fund, and approved foreign-CO2 import for storage — the regional-hub play. Sabah/Sarawak run separate land-code regimes, so national harmonisation remains the open federalism file.
