Qatar National Environment and Climate Change Strategy 2024

Qatar refreshed climate strategy around LNG-integrated CCS: Ras Laffan sequestration operating since 2019 at 2.2 Mt design capacity (then the largest MENA capture-storage facility), with greenfield and brownfield expansions targeting a fivefold capacity increase. NDC 3.0 (November 2025) moved the pledge off business-as-usual baselines to 42 MtCO2e of reductions by 2040 (up from ~37 Mt), across oil and gas (with CCS as a named leading lever), power and water, industry and construction, transport and waste, under the National Development Strategy 2024-2030 and Qatar National Vision 2030. The 25%-by-2030 and 11-Mt-by-2035 capture figures in earlier strategy documents now read as stepping stones to the 2040 pledge. Delivery is QatarEnergy-capital-led inside North Field expansion economics.
