Climate Doctrine of the Russian Federation (2023 Update)

The Climate Doctrine approved by presidential executive order (October 26, 2023) is Russia system of views on climate goals, principles and mechanisms, extending the 2050 low-GHG development strategy inside the national security, foreign policy, economic security and energy-to-2035 doctrines. It reaffirms 2060 carbon neutrality with CCUS prioritised, backed by mandatory carbon reporting for large emitters (from 2023) and the Sakhalin carbon experiment (regional neutrality by 2025 via quotas, 1,000 RUB/t penalties, domestic technology). Delivery leans on state firms (Rosneft/Gazprom Neft depleted reservoirs) with BRICS/EAEU carbon-unit mutual recognition as the external posture.
