Colombia Regulatory Decree for CCUS 2025

The MinEnergía draft decree (citizen-participation text) would partially regulate Law 2099 articles 22/57 plus PND Law 2294/2023 article 264, adding Title VIII to Decree 1073/2015 for viable, environmentally safe CCUS: MME plus Environment Ministry technical regulations for injection and permanent storage (with Colombian Geological Service, ANH, ANM and ANLA inputs), CCUS as a Res.1447/2018 mitigation initiative, a CICUAC research centre via SGC/ANH/ANM, pilot-enabling technical characteristics, a sandbox for innovative business models, and MRV alignment. Until gazetted, this remains a draft: the honest status is Under development, with Law 2099 plus the PND mandate as the binding base and Llanos/Caribbean basin potential (EOR plus offshore) as the geological prize. Promulgation would convert the title into operative permitting; today it is the most detailed available statement of intent.
