Law No. 14,993/2024 establishes Brazil’s federal legal basis for the capture, transport and permanent geological storage of CO2 outside contracted oil-and-gas enhanced-recovery operations. It assigns ANP responsibility for regulating and authorising the CCS industry, provides for authorisations of 30 years renewable for a further 30 years, and requires storage plans, monitoring, validated data, storage and leakage inventories, contingency action and regulatory audits. The law does not establish the Brazilian Emissions Trading System; the SBCE was created separately by Law No. 15,042/2024.
