China CCUS Technology Development Roadmap (2025)

The China CCUS Technology Development Roadmap (2025) is the third national technology roadmap prepared under the coordination of the Administrative Centre for China’s Agenda 21, following the 2011 and 2019 editions. It reassesses the role of carbon capture, utilisation and storage under China’s carbon-peaking and carbon-neutrality goals, reviews technology maturity, cost, mitigation potential, sustainability benefits and demonstration progress across the value chain, and shifts the development focus from individual technical demonstrations toward larger-scale, commercial and hub-based deployment. The roadmap sets staged technology objectives, refines assessment indicators and recommends coordinated action on research, engineering demonstration, standards, infrastructure, business models and policy support. It is an expert-led strategic and technical blueprint: it does not itself create a storage permit, project subsidy, carbon-credit entitlement or mandatory liability regime.
