National Carbon Peaking Pilot (Ordos) Implementation Plan (2024)

Strategic Active

The National Carbon Peaking Pilot (Ordos) Implementation Plan (municipal executive sign-off 2024, published July 2024) makes the coal city a full-system peaking laboratory: 5.64 GW of new self-use coal power by 2025 with 13 GW peak-shaving capacity and sub-300g/kWh coal consumption for 600 MW+ units, CCUS decarbonisation demonstrations on coal units “according to local conditions”, a Mengsu model zero-carbon industrial park, carbon-budget management with carbon review inside energy-saving and EIA approvals, and full-process scaled CCUS plus advanced capture and utilisation demonstrations under the October 2024 pollution-carbon synergy pilot (with a dedicated incentive scheme, 10+ benchmark enterprises by 2025, 30 GW renewables). Finance runs through special funds, green credit, a low-carbon fund and emissions/green-electricity trading. Ordos is where coal-chemical CCUS meets city-level carbon accounting first.
