South Korea CCUS Act Enforcement Decree (2025)

The Enforcement Decree implements South Korea’s Act on Carbon Dioxide Capture, Transport, Storage and Utilisation from 7 February 2025. It specifies procedures and criteria for capture-facility plans, transport-business approvals, pipeline safety management and inspection, storage-site exploration approvals, storage-business approvals, safety management, monitoring and performance evaluation. It also details certification and support arrangements for CO2 utilisation technologies, products and specialised enterprises. The decree operationalises the framework Act; it does not create a general regulated tariff or automatic project-revenue guarantee.
