MOTIE cluster-district machinery runs on CCUS Act Articles 29-30: mayors/governors with cluster development plans apply, the Carbon Neutrality Commission reviews, the Minister designates and announces, government funds creation projects, subsidises costs and cuts/exempts national-public property rents. The live case is Yeosu (March 2024 launch): feasibility study, MoBuJang specialised-complex designation track, Jeonnam Technopark chemical centre, white-bio and recycling co-location, all inside the national industrial-complex system. Ulsan (KNOC, 1.2 Mtpa Donghae feed) and Daesan (cross-border chain) are the companion agglomerations. The district is the delivery vehicle the Act promised: plan, designate, subsidise, rent-cut — industrial policy with a street address.
