Netherlands Carbon Dioxide Removal (CDR) Roadmap 2025
The March 2025 Netherlands Carbon Dioxide Removal Roadmap (57 pages, sent to parliament March 18, 2025) makes removal a second climate-policy track beside emission reduction, with an indicative 20-25 Mt/yr contribution between 2040 and 2050 (about 10% of 1990 emissions). Three overlapping phases run to ~2030 (startup: innovation plus regulation), the 2030s (scaling inside the EU carbon market), and the 2040s (net-negative contribution); three parallel tracks build international accounting rules, a European carbon market, and Dutch firm readiness through innovation. The technology portfolio spans BECCS, BioCCS, DACCS and mineralisation against EU CRCF certification, with Porthos (37 Mt total, due 2026) and Aramis (22 Mtpa design, operations from 2030) as the storage backbone and an explicit no-onshore-storage policy.
